Domitian, struck at Cyzicus under the magistrate Ti. Klaudios Hagnios.  He struck 4 denominations/types, of which this is the smallest.  It must be rare: two examples only, both pretty crummy, in Roman Provincial Coinage vol.2 no. 886.  A nice one has just appeared in the auction catalogue of Astarte (Lugano,switzerland) 6 10-11 Nov 2000, lot > 478.
